A non citizen is an individual who does not have the membership of the country in which he resides in and does not owe allegiance to that particular country (Elkin& Sotan, 1999). Such a person can also be termed as one who is not national of the country he or she currently resides.
In every country, there are obligations for citizens and non citizens alike. The most important obligation of a non citizen is to keep and respect the laws of the country in which he or she resides in. the non citizens like the citizens should pay taxes, be loyal to the country and avoid any activity that would threaten the security of the country in which one resides in (Elkin & Sotan, 1999).
David Stoll holds the view that immigrants while increasing the pressure of population growth are also pushing forward the economy as they provide cheap labor allowing American products to sustain their competitiveness in the global market (Elkin & Sotan, 1999). The influx of immigrants though should be checked and controlled to control rapid population growth. Stoll also supports the immigration law in which non citizens are required to have their registration documents for identification all the time. Gold and Menjvar claim that this law would encourage racial profiling. It would subject individuals of selected races to humiliating and discriminatory practices.

A citizen is an individual who is a national of a given state in which he or she resides in. such an individual owes allegiance to the state and is entitled to the privileges endowed by the state on the citizens of that particular country (Elkin & Sotan, 1999).
Different political ideologies hold diverging views of the obligations of a non citizen. While the democrats propose that non citizens should be allowed to vote as non citizens. They argue that non citizens have responsibilities that have effect in the areas they reside in and thus should be allowed to vote. Republicans hold the contrary view.

Contemporary liberalism advocates for individual liberty and freedom. It advocates for the right of individuals to decide and implement their decisions (MacKinnon, 2010). In public education, this liberty may at times conflict with the policies set forth in public education. An individual’s believes may conflict with the social structure inherent in public institution. In such a situation, an individual may be forced to alter his or her decision to conform to the society’s or public policies. David Resnick attempt to conform the two diverging principles of liberalism is successful to some degree. The society most of the time not unless one is in a completely foreign society has social norms and policies that mirror those of the individual’s. An individual is thus able to conform to most of the societal norms in a familiar environment. As much as the need to act upon one’s decision conflicts with the need to conform to the societal norms, most are the times that the societal norms shape the decisions of individuals.
