The fundamental leadership principles to be used in implementing, managing, and supporting the development of a Professional Learning Community (PLC) evolves around critical thinking, communication and collaboration in creating leadership of interpersonal and interactive approaches towards accomplishing goals and the necessary changes.
First principle according to ( Voelkel, R. H .,2011) is to ensure that students learn by outlining the needs of each student, evaluating student achievements and responding to difficulties students may be facing. By embracing differentiated learning to proactively combine instructions for quality work by organizing and planning dynamic multiple approaches to accommodate multiple intelligences. Another fundamental principle is creating a culture of continuous collaboration by establishing high performing teams to analyze and improve their classroom practices in accordance with the set vision. Due to shared knowledge, collective collaboration creates diverse professionalism as it combines together different professionals, cultures, ethnics and language promoting effective interactions. Focusing on student results is another fundamental principle of leadership by use of common assessment and data agreed upon. Judging the effectiveness of PLC Involves identifying current level of student achievements, establishing and collaborating together to achieve goals focused on improving the student level and providing periodic evidence of student progress. Educators should carryout formative assessment throughout the year to identify the learning gaps for instructional adjustments as per recommended study units.
The autonomy in teaching constantly works against formation of PLC-leadership when the instruction is taken to be private practice forcing educators to resist collective collaboration. With local career systems operating against PLC when senior and effective teachers opt for high achieving school discrediting low achieving school combined with external pressure to raise student level in poorly performing schools. Many learning communities lack system to conduct formative assessment. Centralized accountability system may discourage mutual teacher accountability as over emphasizing individual teacher accountability and curriculum implementation may force educators to focus on compliance rather than embracing collective collaboration .Isolating and rewarding successful educators through merit pay schemes hinders the efficacy of PLC. Bureaucratic approaches in leveraging and lack of political commitments as states may enact conditions instilling fears of professionalism.
Collective interactions should be through formalized structures with infrastructural data investments for high quality assessment. The success and merit weight should be focused on teacher effectiveness in monitoring their collaboration with colleges in achieving success of student ,as (Morrissey, M. S. ,2000) acknowledged that Coherent design systems for PLC development stimulates and supports progressive professional strategies and practices for shared vision . Political capacity building commitment towards equitable resource integration and distribution, with comprehensive school management boards knowledgeable and supportive of PLC.
Shared and supportive leadership will help professional learning community to improve efficacy in terms of teacher quality, student learning, education reform efforts and opportunities for professional growth.
