It is important for an institution for higher education to conduct preliminary observations and surveys prior to developing a strategic plan in order to determine the areas, or departments that require some change, and those department or areas that are operating, and functioning properly. These initial observations allow the researchers and decision makers to make educated decisions to solve problems and improve overall results (Girden & Kabacoff, 2011).
