How does performance measurement differ from program evaluation?
There are significant similarities between performance measurement and program evaluation, but they are implemented for different purposes. Performance measurement is used for the provision of data that will assist in the measurement of program’s result . On the other hand, program evaluation is the process that is underpinned with the aspects of attainment, analysis, interpretation, and reporting in accordance with the data for the description about how the program is working . In addition to this, performance measurement can provide an in-depth insight about what is occurring in a program, whereas program evaluation is the mechanism through which information about overall assessment related to the working of the program can be obtained which in turn can help in the identification of adjustments and improvement needs.
What do you think are the key benefits of using performance measurement as part of the program evaluation process?
The use of performance measurement is entrenched with significant benefits which include opportunities for measuring progress that are aligned with internal goals which enables managers by enhancing decision making process in terms of future priorities. Moreover, the process helps in the identification of organizational goals as well as allocation of the sources that are required for the attainment of those goal, and measurement of effectiveness or outcomes . Through performance measurement collection and monitoring of data can be facilitated which is useful for potential investors, government officials, or partners in private sector.
If you were working for an agency that is in its upcoming year and that only has the money and manpower to develop and carry out either program evaluation capabilities (putting its resources into developing the capability to conduct performance evaluations) or performance measurement capabilities (putting its resources into measuring the key outputs and outcomes for its programs), which one of these would you do first? Why?
For the purpose of attaining extensive information related to the outcomes of the designed programs, I will carry out performance measurement capabilities first. The underlying reason for the utilization of performance measurement is to collect significant data through future needs and demands of the program can be depicted. By the use of this mechanism, I will be able to gain information about the desired outcomes, alongside validating the expectations as well as verifying the visions in terms of reality. Performance measurement will also assist me in setting standards so that comparison with the best practices can be performed in accordance with other organizations.
