Pennsylvania is a vulnerable population on the basis of substance abuse. Seven percent of Pennsylvania residents use illicit drugs and the rate of death as a result of drugs has been reported to be greater than the national average. Among other drugs, heroin is the most commonly drug that is abused by residents of Pennsylvania.
