The California Department of Corrections (CDC) in 2005 added the term “rehabilitation” as a part of the agency’s official title, becoming the California Department of Corrections and Rehabilitation, or the CDCR. However, the change in title did not result in a change of philosophy in the treatment of prisoners in the United States.
